Sharing scary stories with young children

Last year a couple of people made comment that they thought it was wrong to scare little children with scary stories at Halloween.
My thoughts are: Too young is not appropriate, but sharing a pretend scary story let's a child know that bad things do happen in a safe environment.
I would love to hear your thoughts.
